<br /> <br />of the West the irrigation projects nndertaken by or with the <br />aid of the Federal Government should in every instance be based' <br />npon a fnll compliance with the laws of the State wherein the <br />projects are located so far as the appropriation .of water and <br />otl~er matters of pUrel;}' State control are concerned." <br /> <br />Subscquen t meetings of the leag'ue were held at Los A~ge~ <br />les whero resolutions of a similar character were adopted. <br /> <br /> <br />Denver Conferenee, <br /> <br />A subsequent meeting of the league was held at Denver Aug- <br />ust 25-27, 1920, at which the desirability of encouraging the <br />construction of large reservoirs in the Canyon of the Oolorado <br />Hive!' for purposes of flood control, po-wer, and irrigation was <br />discussed, and at which the Director of the Reclamation Service <br />assured the representatives of the seven States that the construc- <br />tion of such reservoirs need ill no manner interfere with the <br />future development of the upper reaches of the streams within <br />the States of origin of the waters to he impounded by the reser- <br />\'oirs situate in the lower States, <br /> <br />The following resolutions were unanimously adopted: <br /> <br />"Be it ,'esolved, That the resolution, adopted at the confer- <br />ence of the league, held at Salt Lake Oity, January 18-21, 1919, <br />and the proceedings of the third convention of the League of the <br />Southwest, held at Los Angeles, April 2-3, 1920, be, and the same <br />are, hereby ratified, approved, and reaffirmed, <br /> <br />"vVhel'e'as it is the understanding of this league, from informa.- <br />tion presented by Hon, Arthur p, Davis, director of the <br />United States Reclamation Service, that the water supply <br />of the Oolorado River drainage is sufficient to supply the <br />present and future necessities of all of the States whose <br />territory is involved and that all present and future inter- <br />ference with development upon or from the upper reaches <br />of the stream should be avoided; now, therefore, be it <br /> <br />"Resolved, That the league favors the early development of <br />all possible beneficial uses of waters of the stream upon the <br />upper reaches of the stream and its tributaries along the lines <br />set forth in the resolutions adopted at the Salt Lake conference <br />of January 28-31, 1919, and that the ptesent and future re- <br />strictions upon such development by witholding or conditional <br />gtanting of applications for rights of way across public lands <br />for itrigation works should be discountim1ed and' that such ap- <br />plications should be granted with that degree of dispatch will <br />permit the construction of all such projects while financial and <br />other means are at hand and opportunity for construction exists; . <br />he it further <br /> <br />[ 19 ] <br />
