<br />"Re80lved, That the Oongress of the United States be, and
<br />is hereby, requested to provide for the appointment of a commis.
<br />sioner on behalf of the United States to act as a member of said
<br />commissio'n; and be.it further

<br />"llesolved, That the proposed draft of a bill for presentation
<br />to Oongress, a copy of which is hereto attached, be offered as a
<br />sugg-estion for legislation for the purposes aforesaid; and be it
<br />further

<br />"Re80Iood, That Gov, Thomas E. Oampbell, of Arizona, and
<br />the governors of the other States in the Oolorado River Basin, or
<br />such representatives a. they may severally designate, be and they
<br />hereby are, authorized to present his resolution to the President
<br />and to the Oongress of the United States."

<br />We, the undersigned, do hereby certify that the foregoing
<br />'resolution was adopted by unanimous vote at a meeting of the
<br />governors of Arizona, OaIifol'l1ia, Oolorado, Nevada, New Mexieo,
<br />Utah, and Wyoming, held at the capitol at Denver, in the State of
<br />Oolorado, on the 10th day of May, 1921.
