R 6'82'1, <br /> <br />HISTORICAL MEMORANDUM <br /> <br />'1'he object of the pending legislation is to permit a settlement <br />respecting the future utilization and disposition of the waters of <br />the Oolorado River, aud of the streams tributary thereto, by com. <br />pact between the States of Arizona, Oalifornia, Oolorado, Nevada, <br />New Mexico, Utah, and Wyoming, <br /> <br />The object is to determine the respective rights of the States <br />to .the use and disposition of the waters of thl's great river prior <br />to any further large construction or extensive utilization of these <br />waters, in order that the rights of the States and the Government <br />may be settled and determined in advance of construction and <br />before interstate 01' other controversies may arise, <br /> <br />The pending bill was introduced pursuant to resolution <br />adopted and signed by the governors of the seven States above <br />named at Denv~r, 0010" May 10, 1921, wherein it is recited that <br />each of the sevel\ States, whose territory includes in part the drain. <br />age of the Oolo~ado River, has already provided for adjustment <br />respecting the future utilization and disposition of the waters of <br />the stream and has appointed its commissioner to serve with com. <br />missioners from other interested States and with a commissioner <br />to be appointed for the United States for tbis general purpose, <br /> <br />The resolution reads as follows: <br /> <br />"Whereas the States of Arizona, Oalifornia, Oolorado, Nevada, <br />New Mexico, Utah, and Wyoming have by appropriate legis- <br />lation authorized the governors of said States to appoint com- <br />missioners representing said States for the purpose of enter- <br />ing into a 'compact 01' agreement between said States and <br />between said States and the United States respecting the <br />futnre utilization and disposition of the waters of the 0010- <br />l'ado River and the streams tributary thereto; and <br /> <br />"Whereas the governors of said several States have named and <br /> <br />" <br /> <br />[ 16 ] <br />
