specimens, some collected as early as 1976, remain uncataloged, minimally labeled,
sometimes in non-standard containers, and variously placed on existing shelving, boxed,
or stacked on floors and counters. In accord with FY-97 Program Guidance, we included
in our spring 1997 ongoing-revised proposal for Project 15 provision for beginning a
three-year (FY-97 through FY-99) effort to complete the task of cataloging and upgrading
care and management of backlogged UCRB small-fish collections, including additional
shelving and improvement to existing shelving. We were awarded less than half the FY
97 funds requested for this effort. Accordingly, we recommend stronger emphasis on this
need in FY -98 Program Guidance and substantially greater funding for this effort in the
next two years to counter the reduction in funding for FY97. That increased funding was
approved for FY 98 and we recommend the same for FY 99 to complete this aspect of
Project 15.

VllI.
