'OOlU23

CROSS ADMINISTRATION TOOL
COLORADO RIVER
SPECIAL PROJECT TASK

Backl!round

The U.S. Bureau of Reclamation currently maintains the, "Colorado River
Accounting Spreadsheet" (CRA Spreadsheet) required by Senate 80 and the "Blue River
Decrees." The Division Engineer also uses information required by the spreadsheet to
help administer the Colorado River and in particular to help determine the replacement
releases from the Green Mountain Reservoir Historic Users Pool. Presently, the CRA
spreadsheet is in need of revision to include new projects that need to be considered in the
accounting. Also, we would like to automate the process more. Finally, we would like
the information to feed directly into the process that the Division Engineer uses to
administer the Colorado River and determine the Green Mountain Reservoir Historic
User Pool releases.

Vision

The vision is to have each of the following water users feed thcir respective
project operation accounting spreadsheets directly into the CRDSS Administrative Tool.
The CRDSS Administrative Tool would then take key data from these accounting
spreadsheets, all of which will be done in "excel", into the CRA spreadsheet. The CRA
spreadsheet would then automatically complete itself and provide a real time pictu[e of
overall river operations. Additionally, key information from the project operation
spreadsheets would also be taken into a, "Colorado River Administration" spreadsheet
which mayor may not be part of the new CRA spreadsheet, for river administration
purposes. Finally, the new eRA spreadsheet and Colorado River Administration
spreadsheet would contain some fairly simple MACRO's that would move data into
diversion records etc. and allow key reports to be generated for use in annual reports to
the State Engineer, LegislalLJre and others. The water user organizations and projects are
as follows:

Denver Water

U.S. Bureau of Reclamation -- Green Mountain Reservoir Operations
Blue River Accounting
Fryingpan-Arkansas Operations
Colorado Big Thompson Project
-- Dillon Reservoir and Roberts Tunnel Operations
Moffat Collection System Operations
Williams Fork Reservoir and Collection System
-- Wolford Mountain Reservoir Operations

Colorado River Water
Conservation District
Colorado Springs
Colorado Springs and
Aurora

-- Blue River Collection System
-- Homestake Reservoir and Collection System
