However, the organization of sub- <br />ject statement into pre-NEPA, post-NEPA under construction and post-NEPA <br />future results in much extraneous and redundant wordage. The sections <br />need to be tied together so the report will seem less like a collection of <br />mini-statements written independently. The environmental impact of dams <br />and reservoirs should be similar regardless of whether or not the con- <br />struction has been completed, in varying stages of completion, or to be <br />constructed. The present format results in including mitigating measures <br />as related to the "pre-NEPAl' phase of the project under environmental <br />impacts. <br /> <br />The statement does not evaluate the wilderness/scenic resources in and <br />adjacent to the project area. Although the Bureau of Reclamation intimates <br />that these areas exist -- "increased public access.. .hunting", (VIII-3), <br />"improvement of access...summer home complexes", (IV.3l), the resources <br />need to be determined, designated and evaluated before the impacts can <br />be understood. <br /> <br />Specific: <br /> <br />111-133, IV-45 and V-64. Has there been a resolution to the conflict of <br />historic/reclamation values in the Twin Lakes Village area? What historical <br />importance is attached to the physical properties described? What specific <br />mitigation measures are proposed for the possible flooding of this area? <br /> <br />. <br /> <br />IV-8 and VII-13. The environmental impact of private developers is briefly <br />listed. No mitigation measures are proposed in Section V, which indicates <br />the assumption is made that private development is a beneficial use of the <br />environment. <br /> <br />XI-235 <br />
