<br />. <br /> <br />. <br /> <br />eliminate the groundwater overdraft in the Upper and Lower Coachella Valley groundwater basins, <br /> <br />A wide range of water management options were considered in development of the Plan, <br />Alternative 4, a combination of direct groundwater recharge to reduce overdraft by recharging the <br />groundwater basin with additional imported water, and source substitution to reduce overdraft by <br />substituting imported and local water supplies for groundwater use, has been selected as the proposed <br />project. Written comments on the scope of the PEIR are due back to the CVWD by the end of March <br />or first week in April. <br /> <br />Assembly Bills No, 2445 & 2457 <br /> <br />I have included in the Board folder, for your information, a copy of two "spot bills", AB 2445 <br />and AB 2457 introduced by Assemblyman Bruce Thompson (R-Fallbrook) on February 24th to amend <br />Sections 1012 and 12550 of the Water Code, <br /> <br />Basin States/Tribes Discussion <br /> <br />Basin SWles Meeling <br /> <br />Two meeting have been held with representatives from the Basin states and Tribes, The first <br />meeting was held on February 220' to brief the principals on the status of California's Colorado River <br />Water Use Plan, The second meeting, held on March 20', was a technical meeting to begin discussions <br />on the assumptions used in developing the proposed surplus criteria, During the February 220' <br />meeting, the key components of the Plan and their current status were presented, Also, the schedule <br />for implementation of the key components of the Plan was discussed, Some time was spent on <br />discussing the underlying premises of California's proposed surplus criteria and how the comments <br />received from the other Basin states had been taken into consideration, Attempts were made to show <br />where the cri teria were the same as those proposed by the Basin states and where they differed, Also, <br />when the criteria differed, an explanation was given why the criteria presented by the other states <br />would not meet California's needs, During the meeting, representatives from the Southern Nevada <br />Water Authority made a presentation on perchlorate contamination in the Las Vegas Wash, A copy <br />of that presentation is included in the back of the Board folder. <br /> <br />At the technical briefing held on March 2"'. detailed comparisons between the surplus criteria <br />proposed by the other Basin states and California were presented, Also, charts, prepared from <br />computer runs, were presented showing the resulting differences in Lake Mead and Lake Powell water <br />surface elevations, the water supply delivered to the various entities, the occurrence of shortages and <br />surpluses, excess water deliveries to Mexico, and other parameters, The charts showed average <br />conditions as well as the trace with the largest Lake Mead drawdown, <br /> <br />The next meeting of the Basin states and Tribes will be held on March 22, 2000. The agenda <br />for the meeting is still being developed, <br /> <br />4 <br />
