<br />002322 . <br /> <br />. <br /> <br />With regards to the Plan, only a few sections remain to be drafted, As soon as they have been <br />reviewed by the Agency Managers, they will be sent to the Board for its review and consideration, <br /> <br />A number of computer studies have been run to evaluate various surplus criteria that will meet <br />California's water supply needs during the interim period, as well as to investigate if the proposed <br />criteria included in the Plan will be viable following the interim period, In evaluating various surplus <br />criteria, progress has been achieved in getting California's proposed surplus criteria closer to the <br />criteria proposed by the other Colorado River Basin states, However, there are still some differences, <br /> <br />Two consulting firms responded to the Request for Proposals for preparation of the <br />Environmental Factors Report, Tetra Tech Incorporated and ajoint venture of Science Applications <br />International Corporation (SAIC) and Jones & Stokes, The joint venture ofSAIC and Jones & Stokes <br />was selected to prepare the Environmental Factors Report, The schedule calls for completing the <br />Environmental Factors Report in April 2000, <br /> <br />The Agency Managers and their legal counsels are continuing to discuss the needed <br />coordination and schedule for completing all of the necessary environmental compliance for <br />California's Colorado River Water Use Plan, as well as the environmental compliance for individual <br />components on the Plan, The discussions have also included the schedule for completing the Lower <br />Colorado River Multi-Species Conservation Program, which is to provide the needed environmental <br />compliance for any impacts that may occur along the River corridor associated with implementation <br />of the components of the Plan, Since several of the projects also involve Reclamation, preparation of <br />the environmental documents is being coordinated with Reclamation and its environmental activities <br />under the National Environmental Policy Act (NEP A) and the Endangered Species Act (ESA), At this <br />time, an attempt is being made to complete all of the environmental compliance related to California's <br />Colorado River Water Use Plan by the end of this year, which means that this is all on an accelerated <br />time schedule, <br /> <br />Enl'iromnen/al Groups In/erim Surplus Cri/eria Proposal <br /> <br />Included in the Board folder, is a copy of a letter signed by representatives from ten <br />environmental organizations, to Messrs, David Hayes and Robert Johnson transmitting their comments <br />on the Proposed Interim Surplus Criteria, In their letter, they support development of interim surplus <br />criteria to help facilitate California's plan to reduce its demand to 4.4 mafby 2015 through a tiered <br />strategy, However, prior to implementation of interim surplus criteria, they have indicated that there <br />must be a guaranteed delivery of water to the Delta, Through a tiered strategy, there would be a <br />guaranteed annual deli very of at least 32,000 acre-feet, with periodic flood flows of a least 260,000 <br />acre-feet every four years to satisfY the baseline needs of the Delta before any surplus flows for M&I <br />could be allocated in the United States or Mexico, <br /> <br />Coachel[o Valley Waler Management Plan <br /> <br />I have included in the Board folder, for your information, a copy of the Notice of Preparation <br />issued by the Coachella Valley Water District (CVWD) for a Program Environmen/al Impac/ Repor/ <br />for /he Coachella Valley Wafer Managemenf Plan (the "Plan") to manage water resources and <br /> <br />3 <br />
