Orand Valley Unit. The Counoil urges Reclamation to

complete the organization of the private laterals which was

initiated by the Colorado Water Conservation Board. The

Council is pleased construction on the western portion of

~ Stage Two is over 40 percent complete.. However, the
~
00 Council is extremely concerned with the reducion of funding
~
for this unit, which will delay the improvement (placement

of laterals in pipes) of the associated laterals. Without

the improvement of the laterals, the associated USDA on farm

salinity control activities oan not be implemented in a

timely and cost efficient manner.

The Council believes extending the construction

schedule on Orand Valley is inconsistent with Interior's

policy of giving funding priority to the completion of

projects already underway.

Las Ve~as Wash Unit. The Council strongly urges that

Reclamation continue the necessary monitoring program to

identify and evaluate any changes occurring in the Wash,

including the effectiveness of the Pittman Bypass pipeline.

Lower Gunnison Basin Unit. The Lower Gunnison Winter

Water Program is one of the most cost-effective components

remaining to be constructed. The Council is pleased

funding was made available in FY 1989 for preconstruct ion

engineering and design activities. The Council urges

Reclamation to seek adequate funding to initiate

construction on the Winter Water Program in FY 1990.

-6-
