<br />Orand Valley Unit. The Counoil urges Reclamation to <br /> <br />complete the organization of the private laterals which was <br /> <br />initiated by the Colorado Water Conservation Board. The <br /> <br />Council is pleased construction on the western portion of <br /> <br />~ Stage Two is over 40 percent complete.. However, the <br />~ <br />00 Council is extremely concerned with the reducion of funding <br />~ <br />for this unit, which will delay the improvement (placement <br /> <br />of laterals in pipes) of the associated laterals. Without <br /> <br />the improvement of the laterals, the associated USDA on farm <br /> <br />salinity control activities oan not be implemented in a <br /> <br />timely and cost efficient manner. <br /> <br />The Council believes extending the construction <br /> <br />schedule on Orand Valley is inconsistent with Interior's <br /> <br />policy of giving funding priority to the completion of <br /> <br />projects already underway. <br /> <br />Las Ve~as Wash Unit. The Council strongly urges that <br /> <br />Reclamation continue the necessary monitoring program to <br /> <br />identify and evaluate any changes occurring in the Wash, <br /> <br />including the effectiveness of the Pittman Bypass pipeline. <br /> <br />Lower Gunnison Basin Unit. The Lower Gunnison Winter <br /> <br />Water Program is one of the most cost-effective components <br /> <br />remaining to be constructed. The Council is pleased <br /> <br />funding was made available in FY 1989 for preconstruct ion <br /> <br />engineering and design activities. The Council urges <br /> <br />Reclamation to seek adequate funding to initiate <br /> <br />construction on the Winter Water Program in FY 1990. <br /> <br />-6- <br />
