The Council appreciates <br /> <br />USDA's effort to implement an adequate monitoring and <br /> <br />evaluation program in the Uinta Basin. <br /> <br />Big Sandy Unit. The Big Sandy Unit is one of the most <br /> <br />cost effective salinity control measures identified by the <br /> <br />federal agencies. The Council was pleased with the filing <br /> <br />of the NEPA amended Record of Decision, the establishment <br /> <br />of a field office in Farson, Wyoming, and the allocation of <br /> <br />$100,000 to begin implementation of salinity control under <br /> <br />CRSC during 1988. The USOA should provide adequate funding <br /> <br />in 1989 and 1990 so that the onfarm program can continue in <br /> <br />an expeditious manner. <br /> <br />McElmo Creek Unit. The Council recognizes that there <br /> <br />have been concerns by EPA, USFWS, Reclamation and Colorado <br /> <br />Division of Wildlife over the Draft EIS for Mc Elmo Creek. <br /> <br />USDA state offices should consult with one another to gain <br /> <br />from each other's experiences in the preparation of EISs <br /> <br />for onfarm programs. The Council understands SCS can <br /> <br />redraft the EIS and forward it to interested parties <br /> <br />without delaying implementation of the onfarm program, and <br /> <br />the Council so recommends. <br /> <br />Environmental Protection Agency <br /> <br />In 1987, the Council expressed its pleasure with the <br /> <br />renewed level of support given the Forum, the Council, and <br /> <br />the salinity control program by the Environmental <br /> <br />Protection Agency (EPA) at both the regional and <br /> <br />-13- <br /> <br />-,'" <br /> <br />,-_oiI'-.o <br /> <br />, <br />
