The Council recommends BLM

identify salinity control activities, achievable salt load

reductions and feasible control actions and the associated

costs per ton of those reductions.

Fish and Wildlife Service

The Council supports the continued coordination

between the Fish and Wildlife Service (FWS), Reclamation,

and USOA in addressing the issue of fish and wildlife

values foregone, and appreciates the efforts made by the

FWS in addressing the Council's concerns.

U.S. Geological Survey

The Council believes that it is basically a federal

obligation to provide the hydrologic data and interpretive

studies required to carry out the objectives of the

salinity control program. The U.S. Geological Survey's

(USGS) role is to provide information and interpretive

studies of water resources on a regional and national

level. Operation of many of the stations is cost shared

with the Basin states, The USGS continues to cooperate

with Reclamation, USDA and BLM on site-specific assessments

of salinity control measures. The Council commends the

USGS for its coordination and support role in salinity

control activities such as NASQAN activities at 11 of 20

key locations which Reclamation uses for salinity

accounting in the Basin.

-10-
