Bowever, the Council <br />and the Forum do not believe that BPA qive. the Nation's most <br />extensive and succe.sflil nonpoint source water quality control <br />proqram the support and recoqnition deserves within the hiqher <br />level. of it. orqanization. <br /> <br />The Council remains concerned that there ha.been inadequate <br />internal coordination at the reqional offices and between reqional <br />and headquarters offices durinq the review of those portions of <br />environmental documents which' relate to salinity control.. Of <br />particular concern is the role of BPA in the BIS reviews. The EPA <br />should assure that adequate internal coordination on BIS reviews <br />be maintained so that unifo~ approaches are applied basinwide. <br />The Council wishes to be advised of any concerns BPA may have early <br />in the NBPA process to allow adequate and timely opportunities for <br />the Forum and the Cduncil to become involved in the resolution of <br />these'issues. <br /> <br />The Council remains concerned over the inconsistency in the <br />approval of the triennial reviews qiven by the three different EPA <br />reqions of the Basin state submittals. The Council believes that <br />EPA should provide a consistent and uniform. approval to the <br />Basinwide salinity control proqram. <br /> <br />The Council notes that land owner participation under the <br />Department of Aqriculture's onfarm, salinity control proqram with <br />reqard to the replacement of wildlUe values foreqone is voluntary. <br />The Council also observes that BPA has continuously expressed <br />concern that voluntary participation by land owners for habitat <br />replacement is and will be in the future inadequate. BPA actions <br />to date have done much to discouraqe voluntary participation. <br />There are siqnificant administrative delays to implementinq <br />voluntary proqrams because of the lack of an aqreed upon habitat <br />value procedure. The Council's recommendations concerninq this <br />issue are discussed under qeneral comments. <br /> <br />Of particular concern to the Council is BPA's opposition to <br />the issuance of 404 permit for theenbancement of pasture land by <br />replacement wi1:h "pen waterwetlllnd.'The Council understands that <br />the Corps of Enqineers believes the. provisions of the required 404 <br />permit meets all necessary requirements and is prepared to issue <br /> <br />7 <br />
