Hoover Dam station and this tiJIely reporting must be <br />continued. <br /> <br />~ <br />00 <br />o <br />::';1 <br /> <br />DeDart:men1: o~ Aariculture <br /> <br />The Council urges the Department of Agriculture (USDA) to <br />diligently pursue adequate Colorado River Salinity Control <br />(CRSC) line it_ funding for personnel, equipment, and cost sharing <br />to assure that program implementation schedules are met. USDA <br />should increase its commitment to an adequate, balanced staff for <br />onfarm salinity control activities to better service requests and <br />reduce the backlog or applications for planning assistance on CRSC <br />contracts. The council urges USDA to work with the Internal <br />Revenue Service to resolve tax questions involved in the cost-share <br />program. <br /> <br />Uinta. Basin Unit. Progress in implementing the onfarm. <br />measures in this area in Utah has ~een most encouraging, <br />particularly the large number of contract signings under CRSC as <br />well as the local partiCipation. The success of the program can <br />~e measured in terms of the degree of participation by the local <br />community, the magnitude of the salt load reduction, and the <br />obligation of all funds allocated to this unit. The Council <br />appreciates USDA's effort to implement an adequate monitoring and <br />evaluation program in the Uinta Basin. <br /> <br />Grand Vallev Unit. As with the Uinta Basin, the Council <br />commends USDA with the excellent progress in the Grand Valley. <br />During the year, all of the CRSC contract funds were obligated for <br />onfarm activities, and all carryover ACP salinity funds were <br />utilized. In addition, a significant . <br />number of control plans are ready for implementation and awaiting <br />funding. <br /> <br />Bia Sandv Unit. The Big Sandy Unit is one of the most cost <br />effective salinity control units identified by the federal agencies <br />and hence is being implemented. The USDA should provide adequate <br />funding in FY 1991 and beyond so that this Wyoming onfarm program <br />can continue in an expeditious manner. <br /> <br />HcElmo Creek Unit. The Council recognizes that there have <br />been concerns by EPA, FWS, Reclamation and the Colorado Division <br />of Wildlife over the Draft EIS for HcElmo Creek. The Council is <br />-pl-eased -'that the federal and state agenci-es have -resolved their <br />concerns and the USDA has completed its EIS and filed its Record <br /> <br />6 <br />
