<br /> <br />"It is hereby declared to be the policy of the legislature <br />to provide for the restoration and conservation of the <br />soil and soil resources of this state and for the control <br />and prevention of soil erosion and for the prevention of <br />erosion, floodwater, and sediment damages, and thereby <br />to preserve natural resources, control floods, prevent <br />impairment of dams and reservoirs, assist and maintain <br />the navigability of rivers and harbors, preserve wild <br />life, protect the tax base, protect public lands and pro- <br />mote the health, safety and public welfare of the people <br />of this state. " <br /> <br />Duties legislatively assigned to state agencies include <br />the following statements reflecting the water resources policy <br />of the state: <br /> <br />State Conservation Commission <br />Section 111. 3, Iowa Code 1966 <br /> <br />"It shall be the duty of the commission, under the super- <br />vision and direction of the executive council, to estab- <br />lish, maintain, improve, and beautify public parks and <br />preserves upon the shores of lakes, streams, or other <br />waters, or at other places within the state which have <br />become historical or which are of scientific interest <br />or which by reason of their natural scenic beauty or <br />location are adapted therefor. The commission shall <br />have the power under such supervision and direction, <br />to maintain, improve or beautify state-owned bodies of <br />water, and to provide proper public access thereto. <br />The commission shall have the power .to provide and <br />operate facilities for the proper public use of the areas <br />above described. " <br /> <br />State Conservation Commission <br />Section l07. 24, Iowa Code 1966 <br /> <br />" Specific powers. The commission is hereby authorized <br />and empowered to: <br /> <br />* * ~, <br /> <br />"2.
