<br /> <br />for nood control projects in the State and cooperates generally <br />in survey and planning phases of such projects to be con- <br />structed by other State agencies and by local or federal agencies, <br /> <br />Although the Resources Council has statutory authority <br />to construct flood control works or to cooperate therein, funding <br />has never permitted any construction, <br /> <br />Many local organizations are also involved, presently <br />or potentially, in flood control and related programs, These <br />include soil conservation districts, subdistricts of soil con- <br />servation districts, soil and water conservation districts, levee <br />and drainage districts, and municipalities, <br /> <br />b, Water supply <br /> <br />In Iowa, water supply is primarily a responsibility <br />of local government, principally municipalities and water districts <br />(county systems), <br /> <br />The State has not initiated or financed a project for local <br />water supply, The Iowa Natural Resources Council now has <br />authority to enter into negotiations and agreements with the federal <br />government with respect to incremental storage for water supply <br />in federal projects, Any such agreement would not bind the <br />State without specific enactment of the legislature, <br /> <br />e, Water quality control <br /> <br />Water quality control is the responsibility of the recently <br />created Water Pollution Control Commission with the State <br />Department of Health serving as its technical and administra- <br />tive arm, These agencies have broad powers for controlling <br />pollution of the waters of the State as discussed in prior sections, <br /> <br />Neither agency is directly involved in the construction <br />of projects for water quality control except in the issuance of <br />permits for such works, The Department of Health establishes <br />priorities and coordinates federal grants for construction of <br />waste treatment facilities, <br /> <br />d, Navigation <br /> <br />58 <br />
