<br /> <br />j, Department of Agriculture <br /> <br />The general object of this department headed by an elect- <br />ed Secretary is to encourage, promote and advance the interests <br />of agriculture which include water and related land resources, <br />The department also has regulatory functions with regard to food <br />service establishments and certain processing and marketing <br />activities, <br /> <br />k, State Highway Commission <br /> <br />The Commission has jurisdiction and control over <br />primary roads in the state and has general supervision of second- <br />ary road programs, Highway construction may not obstruct <br />drains or turn the natural drainage of surface water which must <br />be drained in its natural channel. Plans for bridge improve- <br />ments and new road construction across floodways or flood plains <br />are submitted to the Iowa Natural Resources Council for review <br />with regard to their effect on the efficiency and capacity of the <br />floodway, <br /> <br />3, Special Purpose Districts <br /> <br />a, Levee and Drainage Districts <br /> <br />Authority: Levee and drainage districts may be formed <br />to construct improvements for the drainage of surface waters <br />or the protection of land from overflow in conformity with an <br />official plan filed with the county audi.tor and approved by the <br />county board of supervisors, Districts may be formed by <br />petition with notice and hearing thereon or by mutual agree- <br />ment, Authorized improvements include the construction of <br />levees, bank protection structures, ditches, drains or water- <br />courses or settling basins in connection therewith, or the <br />straightening, widening, deepening or changing of any natural <br />watercourse, Sub-drainage districts may be established to <br />gain access to the principal ditch or watercourse, Related <br />statutes authorize formation of drainage districts for specific <br />situations-highway drainage districts, inter-county and inter- <br />state districts, districts with pumping stations, etc, <br /> <br />Organization: In the district formed by petition, the <br />county board appoints an engineer and other employees <br />needed to prepare an engineering report and plans, If the <br /> <br />42 <br />
