<br />35 <br /> <br /> <br />fJD07~J7 <br /> <br />of operation for all sewage and waste treatment plants, <br /> <br />Water quality criteria in the format of those adopted <br />by the Ohio River Sanitation Commission were adopted by the <br />Iowa Commission as amendments to its administrative rules <br />with the concurrence of the Iowa Natural Resources Council. <br />The criteria, the transcripts of public hearings thereon, and <br />implementation plans are being prepared for submission to <br />the l<'ederal Water Pollution Control Administration for review <br />in compliance with the federalWater Pollution Control Act, <br />(See Appendix A, Water Quality Standards), <br /> <br />e, State Soil Conservation Committee <br /> <br />Authority: The Committee, was created in 1939 to <br />direct the organization of soil conservation districts, With <br />Iowa now completely organized into 100 districts the principal <br />duties of the Committee are to assist district commissioners <br />in carrying out their programs, to maintain liaison and <br />coordinate programs between districts, to maintain liaison <br />with other state agencies and the U, S, Soil Conservation <br />Service, to secure cooperation and assistance from federal, <br />state, and local agencies, to render certain financial aid to <br />districts, and to represent the governor and state with regard" <br />to Public Law 566 watershed applications, <br /> <br />Organization: The Committee has seven members; <br />the Director of the State Agricultural Extension Service, the <br />Secretary of Agriculture or a member designated by him, and <br />five members appointed to overlapping six-year terms by the <br />Governor with the approval of the Senate, The appointive <br />members must be bona fide farmers living on farms, The <br />Committee may invite the U. S. Secretary of Agriculture to <br />appoint one person to serve with the Committee in an advisory <br />capacity, In practice, the State Conservationist of the U, S. <br />Soil Conservation Service is appointed to advise the Committee. <br /> <br />The Committee emp.oys a full-time director and such <br />other employees (usually five or six persons) as are required <br />to discharge its responsibilities. <br /> <br />Programs and Activities: The Committee maintains <br />continuing programs to perform the information, coordination, <br />liaison, and advisory functions assigned by law, and represents <br />
