Power users within the CRSP receive some of the least <br /> <br />expensive power in the country. For example, :public power is <br />sold in the Northwest tor 23 mils/kilowatt-hour, the rate that <br /> <br />regional Investor Owned utilities are required by law to :pay tor <br />independently produced wholesale power is 39 mils/~ilowatt-hour. <br />By comparison, CRSP power recipients currently pay only 9.9 <br />mil$/kilowatt-nour. In any event we are working to develop a <br />leqislative approach whiCh would hold rate increase impacts to <br /> <br />power user rates at a min!mum. <br /> <br />The CRSP is a massive manipulation o~ nature. we have a <br /> <br />responsibility to ensure that our e~rorts to preserve ths <br /> <br /> <br />sensitive environment of the Colorado Plateau &re equally <br /> <br /> <br />impressive. The establishment of a regionwide, on90in9 <br /> <br /> <br />conservation program has been demonstrated successful in the <br /> <br />Northwest --it is premi~ed on a users-pay principal of fairness - <br /> <br />- and it is essential if we are to preserve the unique diversity <br /> <br />..... <br />
