Our conoept i. patterned after <br /> <br /> <br />the Northwest Fower Flanninq Council whioh ha~ been enormou~ly <br /> <br />successful in building oooperation between power beneficiaries, <br /> <br />environmental groups, state and local governments, fish and <br /> <br /> <br />wildlife agencies, and 1ndian tribes. 1t is literally <br /> <br /> <br />responsible for the return of the salmon to the Columbia River <br /> <br /> <br />basin. the NPPC's annual budget is larger than $300 million, <br /> <br />part of which ia in the form of water releases for environmental <br />purposes. Attached are some brochures describLng the NPPC <br /> <br />program. The modest fund we propose would be only 1/10 that <br /> <br />size, yet it would provide an immense benetit for fish, wildlife, <br /> <br />and environmental resources of OUr region. <br /> <br />The funding mechanism would have 3 components: <br />(1) A one dollar fee for each acre foot of Colorado River water <br /> <br />depleted by tbe Upper Basin water users through Federally <br />constructed facilities, and <br /> <br />(2) A 2 ~il./kilowatt-hour surcharqe on the electric power <br /> <br />generated fro3 CRSP facilities, and <br /> <br />(3) Any state or private interest applying for this funding <br />would be required to contribute a 20% cost share. <br /> <br />l! <br /> <br />The funds would be dispersed by decision of a 16 member <br /> <br />Upper Colorado Basin Conservation council, comprised of <br />representatives of each federal agency with stewardship <br /> <br />; <br />" <br /> <br />responaibi1ities over environmental resources within the CRSP, a <br /> <br />representative appointed by the Bureau of Indian Affairs to <br /> <br />represent the conservation interests of Indian tribes within the <br /> <br />affeoted area, a representative or power users, the 5 directors <br />
