UTAH .... <br />TlLI""ONI .1 I SZ4043t4 <br /> <br />October 4, 1989 <br /> <br />Dear Dan McAuliffe: <br /> <br />As you may be aware, the Utah deleg~tion has been working to <br />develop reauthorization legislation for the Colorado River <br />Storage Project (CRSP) to provide for completion of its Central <br />utah Project component (CUP). Our delegation is in the final <br />stages uf preparing this legislation, which we hope to circulate <br />soon. Attached is a proposal I am recommending to establish an <br />"ngoing CRSP conservation t'um1 for our region in connection with <br />this legislation. The proposal would: <br /> <br />1. Create a fish a.nd wlldlife conservation fund from a <br />modest user fee on CRSP water and power resources. <br /> <br />2.
