<br />. <br /> <br />. <br /> <br />Agenda Item 9 <br />November 8. 1989 <br /> <br />(4) Extending the reach of the proposed Fund and Council <br />to areas below Glen Canyon Dam is duplicative of <br />efforts which are alreadY underway with respect to <br />the Glen Canyon Environmental Studies and the <br />preparation of environmental impact statements on <br />power operations at Glen Canyon Dam and the post-1989 <br />Power Marketing Criteria of Western. Creation of yet <br />another institutional and bureaucratic mechanism to <br />address those issues is not reasonably calculated to <br />lead to a more efficient and streamlined <br />decision-making process. <br /> <br />(5) The proposed Council is. at a mlnlmum. an unwieldy <br />device. Furthermore. the membership of the proposed <br />Council is not fairly representative of the interests <br />which would be affected. <br /> <br />Recommendation <br /> <br />I recommend that the Board advise the Governor. the <br />Colorado Congressional delegation.
