.

.

Agenda Item 9
November 8. 1989

(4) Extending the reach of the proposed Fund and Council
to areas below Glen Canyon Dam is duplicative of
efforts which are alreadY underway with respect to
the Glen Canyon Environmental Studies and the
preparation of environmental impact statements on
power operations at Glen Canyon Dam and the post-1989
Power Marketing Criteria of Western. Creation of yet
another institutional and bureaucratic mechanism to
address those issues is not reasonably calculated to
lead to a more efficient and streamlined
decision-making process.

(5) The proposed Council is. at a mlnlmum. an unwieldy
device. Furthermore. the membership of the proposed
Council is not fairly representative of the interests
which would be affected.

Recommendation

I recommend that the Board advise the Governor. the
Colorado Congressional delegation. Congressman OWens. and the
other Upper Division States that it is strongly opposed to
Congressman OWens' proposed fund and council.

JWM/gl
Enclosure: as stated

, 5 page(s) of enclosure
follow

-4-
