The Council established <br />16 under this 8~bsection shall be SUbject to all Federal laws <br />17 that applY to Pederal agencies and instrumentalities. The <br />18 Governors of the States of Arizpna~ Colorado, New Mexico, <br />19 atah, and Wyoming may appoint members in accordance with <br />20 subsections (b) (D) and (El, except that such members shall <br />21 only h.ve advisory status. <br />22 (~ Pay. --JleIllbers of the Council who are not full-t ime <br />23 officers or employees of the United States shall not be <br />24 ~nsate4 by tbe United States by reason of their service <br />25 on the COUpeil. Meabers of the Council who are full-time <br />
