The interest rate for calculating <br />interest during construction and capitalizing the investment cost for the <br />studies is the rate prescribed for formulating Federal water resources plans <br /> <br />and projects during fiscal year 1981, which is 7 3/8 percent. <br /> <br />ENVIRONMENTAL STUDIES <br /> <br />Identification of the significant environmental impacts of the alternative <br /> <br />water transfer routes constitutes an important activity in this study. An <br /> <br />environmental assessment of each alternative route and associated water transfer <br /> <br />plan was made. <br /> <br />The environmental assessments are reconnaissance level in scope and concentrate <br /> <br />on significant potential environmental impacts associated with construction of <br /> <br />canals, pumpin9 plants, storage reservoirs, and other transfer facilities, and <br /> <br />the effects of operation of these facilities. These assessments do not include <br /> <br />the impact that export of specific quantities of water might have at the <br /> <br />source, the secondary or indirect impacts of movement of water from water <br /> <br />surplus areas to arid areas or the complex effects of massive energy require- <br /> <br />ments and facilities which would support any transfer plan. The environmental <br /> <br />assessments are based primarily on known information found in published sources <br />and in available files. No attempt was made to be site specific in these assess- <br /> <br />ments. However, the analyses are considered comprehensive enough to identify <br />the potential impacts likely on resources recognized as significant and the <br />genera 1 degree of magnitude of the transfer facil it i es on other en vi ronmental <br />and cultural attributes. <br /> <br />23 <br />
