The routes and the respective sources <br />are shown in Figure 2. (The Sulphur River at Darden, Texas and Sabine River at <br />Tatum, Texas were source additions to routes 3 and 5 based on recommendations <br /> <br />of the High Plains Liasion Committee after Resolution Number 8 was passed). <br /> <br />WATER AVAILABILITY <br /> <br />Institutional Availability. The policy for interbasin transfer for this study <br /> <br /> <br />was established by the High Plains StUdy Council in their Resolution 6.l!.l <br /> <br />That policy prescribes that states in the basins of origin, both upstream and <br /> <br />downstream of the diversion points, shall be considered to have prior rights <br /> <br />in perpetuity for beneficial use of the source streams. Only water surplus to <br />in-basin needs over time would be considered for export. Possible trade-offs <br /> <br />among competing uses and needs must be evaluated in estimating the potential <br /> <br />for export from any source into the High Plains region. Allocations of water <br />among the states would have to be as stipulated in executed interstate compacts <br /> <br />or as have been discussed with r'egard to future interstate compacts. <br /> <br />11/ High Plains study Council Resolution Number 6 (Attachment 1) dated January <br />16, 1980 sets out the interbasin transfer policy.
