The purposes of the advisory groups were (1) <br /> <br />to ensure consideration of local, state, and national concerns, (2) to encourage <br /> <br />the cooperat i on of state and Federal agenci es, and (3) to advi se the Genera 1 <br /> <br />Contractor and research groups. State and regional impact/assessment groups <br /> <br />are responsible for accomplishing the various work elements. In the study <br />des i gn, the appropri ate 1 eve 1 for ana lys is, i.e., either state or regi ona 1 , <br /> <br />was considered in assigning the various work elements. As directed in the <br /> <br />authorizing legislation, the Corps of Engineers studied the transfer of water <br /> <br />from adjacent areas. <br /> <br />STUDY ELEMENTS <br /> <br />As stated in the authorizing legislation, the Secretary of Commerce was directed <br /> <br />to study aquifer depletion, to develop plans to increase water supplies to the <br />area, to report the costs and benefits of reasonably available options, and <br /> <br />the cost of inaction. Work needed to accomplish these directives was divided <br /> <br />into study elements, and in the Statement of Work that is a part of the contract <br />between the EDA and the general contractor, study elements to be accomplished <br /> <br />by the individual states and the general contractor are set out. State research <br /> <br />elements are: <br /> <br />a. State and Farm-level research (including agricultural production <br /> <br />impacts) <br /> <br />b. Energy production impacts <br /> <br />c.
