<br /> <br />6 <br /> <br />Reservoir Operations. . Due to the amount of vacant storage space in the Colorado <br /> <br />River reservoirs at the beginning of water year 1992, no flood control releases are <br /> <br />anticipated from Hoover Dam pursuant to the Hoover Darn Flood Control <br /> <br />Regulations, and no releases are contemplated from Glen Canyon Darn to avoid <br /> <br />anticipated spills or to equalize active storage in Lakes Mead and Powell except <br /> <br />under the maximum probable flow scenario. Water releases from each of the <br /> <br />Colorado River reservoirs will be in accordance with minimum flow requirements, <br /> <br />reservoir operating criteria, and target storage elevations. All releases will pass <br /> <br />through the powerplants, except at Fontenelle, Blue Mesa, and Crystal Reservoirs. <br /> <br />The resulting operation will benefit all authorized project purposes at each of the <br /> <br />reservoirs. <br /> <br />WATER YEAR 1991 OPERATIONS SUMMARY AND RESERVOIR STATUS <br /> <br />Projected totals for the 1991 water year will mark the fourth consecutive below <br /> <br /> <br />average annual flow in the Colorado River Basin. Although basinwide <br /> <br /> <br />precipitation during 1991 was over 95 percent of nonnal, projected 1991 water year <br /> <br /> <br />total runoff into Lake Powell is estimated to be approximately 69 percent of <br /> <br /> <br />average. This illustrates the effect that previous years of low precipitation have had <br /> <br /> <br />on the basin. Even though Colorado River inflow was well below average during <br /> <br /> <br />water year 1991, there has been an overall improvement in the condition of the <br />
