Obviously from an esthetio viewpoint the underground <br /> <br />oable alternate (Route "B") was far superior to any of the alternates <br /> <br />studied. However, from an eoonomio viewpoint, alternate "B" would cost <br /> <br /> <br />over 5! times as muoh as the most satisfactory overhead route. It is <br /> <br /> <br />basic Reclamation policy that construction be undertaken on a sound and <br /> <br />businesslike basis to assure that faoilities construoted with publio funds <br /> <br /> <br />be oompleted at minimum reasonable oost in order to return maximum bene- <br /> <br />fits to the public at large. Weighing the esthetio oonsideration against <br /> <br />the eoonomic oonsideration and fitting both within the framework of Bureau <br /> <br />polioy, it seemed olear that the eoonomio consideration should take pre- <br /> <br />cedenoe if the entire publio welfare were to be faithfully served. <br /> <br />In calling this publio hearing for today, I wish to point out the <br /> <br />.' <br /> <br />unusual problem with whioh our Regional Direotor was oonfronted. W~thout <br /> <br />exception, so far as I know, publio hearings are held by Reolamation to <br /> <br />learn the publio sentiments for or against plans Reclamation has derived <br /> <br /> <br />for proposed.oonstruction. It is Bureau practioe to give fullest possible <br /> <br />weight to looal sentiments 'in the shaping of final construction plans. In <br /> <br />this case, however, we are meeting today to discuss the merits of a trans- <br /> <br />mission line plan not only fully settled upon, and with most rights-of-way <br /> <br />procured, but also aotually under construction oontraot.
