<br />,I <br /> <br />2,.., " C' <br />J':; 1-) <br /> <br />CSU Technical and Envtronmental Studies Proposal <br /> <br />I <br /> <br />6.5 Technical Report. .\ Water Quality Studies <br />Technical Report describing existing water <br />quality data sources, baseline water quality <br />conditions, water quality impacts of storage <br />alternatives, and potential water quality <br />impact fatal flaws will be prepared. The repon <br />also will identify data collection programs, <br />field investigations, and water quality analyses <br />that will likely be required during or prior to <br />preparation of the future ElS, <br /> <br />I <br /> <br />Task 6 - Products <br />. Draft and Final Water Quality Studies <br />Technical Report <br /> <br />Task 7 - Project Management and <br />Coordination <br />The objective of this task is to provide for project <br />management, facilitation, and quality control! <br />quality assurance throughout the project. <br /> <br />7.1 Project Management, Facilitation, and <br />Coordination. The overall project <br />management of the technical and <br />environmental studies will be provided by the <br />Montgomery Watson project manager. This <br />will include facilitation of technical teams of <br />CSU staff, which may study various issues as <br />necessary. The project manager will provide <br />overall coordination of the kick-off meeting <br />and scoping as well as the technical and <br />environmental studies. Monthly status <br />meetings will be held with the CSU project <br />manager, Minutes of meetings to record the <br />decision making process, decisions made, and <br />their rationale will also be prepared, <br />7.2 Quality Control/Quality Assurance. The <br />l'vIW /BV team will utilize the expertise of <br />senior principal-level professionals as <br />Technical Advisors. These advisors will <br />provide important input to the project <br />manager and task leaders at milestone points, <br />review of reports and other project <br />deliverables, and general availability to <br />answer technical questions throughout the <br />course of the project. The project manger is <br /> <br />~~ <br /> <br />responsible for incorporating comments <br />teceived from and tesponding to technical <br />questions posed by the Technical Advisors. <br /> <br />Task 7 . Products <br />. Meeting minutes <br />. Petiodic budget analyses <br /> <br />Task 8 - Alternatives Evaluation <br />The objective of this task, which is in addition to <br />the Technical Reports described in the RFP, is to <br />bring together the findings of the various <br />Technical Reports by evaluating each storage <br />alternative accotding to specified engineering and <br />environmental criteria. The result will be an <br />update of previous alternative comparisons based <br />on current information and incorporating the <br />findings of the new environmental assessments, <br />as well as definition of aily new alternatives <br />resulting from the environmental investigations. <br /> <br />8.1 Alternative Reformulation. If the <br />engineering and environmental studies result <br />in the need to modify or reformulate <br />alternatives to avoid fatal flaw impacts, the <br />modified alternatives will be described to the <br />level of detail necessary for future <br />environmental permitting studies. In addition, <br />any new alternatives arising from the study <br />process will be defined and described. <br />8.2 Alternative Evaluation. A Criterium <br />Decision Plus model for evaluating trade-offs <br />between the CSU storage alternatives will be <br />developed. The project team will conduct an <br />alternatives evaluation workshop with the <br />consultants and CSU staff where evaluation <br />criteria will be defined and alternatives will be <br />ranked and compared. Criterium Decision <br />Plus will be used in an interactive format to <br />investigate tradeoffs between alternatives and <br />sensitivity of various project components and <br />impact categories, The result will be an <br />update of alternative evaluations in previous <br />studies based on a common set of criteria and <br />current conditions. <br /> <br />13 <br />
