The current deliveries of Lake Meredith releases are via
the Lake Meredith Outlet Canal, Holbrook Canal, Fort Lyon Storage Canal, and
final discharging into the Arkansas River,

. Rocky Ford Delivery System - a new delivery system from the Lake
Meredith Outlet Canal to a location immediately upstream of the Rocky Ford
Diversion Headgates, The Lake Meredith Outlet Canal, Holbrook Siphon and
its current configuration would remain operational. The Rocky Ford Delivery
System would be required to convey a maximum flow of 83 cfs to the canal's
headgates.
. Holbrook Delivery System - the Lake Meredith Outlet Canal would be
rerouted to a location immediately upstream of the Holbrook Diversion
Headgates or continue in its present form with greater flow delivery through
the Holbrook diversion gate upstream of the Holbrook Siphon, The new
delivery system to the Holbrook Diversion which would allow downstream
senior water rights (Holbrook and Rocky Ford Canals) to divert water from
their respective headgates. These two canal's water rights have an estimated
revised total direct flow diversion of 1,083 cfs, The Holbrook siphon would
not be required under the new delivery system and therefore would be
abandoned,

Based on a cursory engineering review, the Holbrook Delivery System
alternative appears to be cost prohibitive and does not offer any significant
advantage from the present delivery system, In addition, the current system
historically has not diverted on a regular basis flow from the Lake Meredith
Outlet Canal to the Holbrook Canal. At this time, no further investigation and
analysis of this delivery system should be performed,

URS Greiner

Page 4
