<br />I <br /> <br />000828 <br /> <br />I <br /> <br />I <br /> <br />(1) develop a basinwide operational hydrologic data accounting <br />system; <br /> <br />I <br /> <br />(2) determine historical and current streamflow depletions by <br />appropriate water-use category; <br /> <br />I <br /> <br />(3) determine residual flews at key locations to be used by all <br />state and Federal Commission members in their <br />water and related land resources planning and water <br />conservation programs; <br /> <br />I <br /> <br />(4) develop the capability to analyze effects on the basin's water <br />resources of water management alternatives; and <br /> <br />I <br /> <br />(5) recommend a mechanism for the continued operation and <br />maintenance of the hydrologic data accounting system. This <br />recommendation should include funding and manpower requirements <br />needed on an annual basis. <br /> <br />I <br /> <br />Purpose of the Plan of Study <br /> <br />I <br /> <br />This Plan of study describes the study tasks, responsibilities, study <br /> <br />process, and how the study is to be organized. As such, the plan of study is a <br /> <br />I <br /> <br />management plan which specifies and describes the time, cOst, and performance <br /> <br />requirements for the study participants. The plan of study integrates the <br /> <br />I <br /> <br />various study activities assigned to governmental and private sector entities <br /> <br />I <br /> <br />that are participating in the study. The plan of study is flexible and may be <br /> <br />changed by the study director as conditions warrant. Any major change, <br /> <br />I <br />I <br /> <br />however, will require consensus of the Management Group and the Missouri River <br /> <br />Basin Commission prior to implementation. <br /> <br />Scope of Study <br /> <br />I <br /> <br />Hydrologic studies are not new to the study area. Agencies at all levels <br /> <br />of government have already produced studies of varying scope and detail. This <br /> <br />I <br /> <br />study will use data and methodologies developed in previous studies. <br /> <br />The study will be completed in sufficient detail and depth of analysis to <br /> <br />I <br /> <br />provide users with the tools necessary for conducting subsequent studies at a <br /> <br />I <br /> <br />level compatible to present level B study standards. <br /> <br />I <br /> <br />-11- <br />
