<br />made in the Region 10 (Missouri River Basin) Section of the Second National <br /> <br />Water Assessment. It stated that. <br /> <br />The results of a study of current and historical water useage <br />and availability would be basic to any other studies which may be <br />undertaken in the Missouri River Basin. This study should be a <br />cooperative effort by the States and concerned Federal agencies with <br />an understanding that the study will produce mutually acceptable <br />estimates. This study is directly needed for proper management of <br />the region's water supply for all planning efforts related to water <br />use and for optimizing operation of the existing reservoir system. <br /> <br />Objectives <br /> <br />Study Objectives--The basin is faced with major water and related land <br /> <br />resources problems, needs, and issues involving water conservation, Indian <br /> <br />water rights, Federal reserved water rights, instream flows, water quality, <br /> <br />ground and surface water interrelationships, inter basin and interstate water <br /> <br />transfers, and future water needs and requirements, as well as legal policy and <br /> <br />institutional arrangements. Before these can be effectively addressed, <br /> <br />historical and current streamflow and water-use estimates must be accepted by <br /> <br />the State, Federal, regional, local, and private interests involved in water <br /> <br />use and management in the basin. After an acceptable data base has been <br /> <br />established, alternative futures of water uses, cumulative streamflow <br /> <br />depletions, and remaining streamflows can be projected and evaluated. <br /> <br />Once a system for analysis of streamflow depletion is developed, it will <br /> <br />provide a base for an acceptable evaluation of future streamflow depletions <br /> <br />within the basin. The system will include tributaries or portions of those <br /> <br />tributaries to supply data that will integrate with basinwide data.
