Agreement on baseline water use estimates is essential to State, <br /> <br />I <br /> <br />Federal, regional, and local agencies if the results of their planning efforts <br /> <br />are to be accepted and compatible with one another. <br /> <br />I <br /> <br />Heeds--The need for a data system of water availability and use has been <br /> <br />I <br /> <br />acknowledged by State and Federal water resource planners and managers for many <br /> <br />years. A chronology of actions supporting this need follows: <br /> <br />I <br /> <br />June 1969--0ne of the recommendations of the Missouri River <br /> <br />Basin Comprehensive Framework Study was that the Missouri River Basin <br /> <br />I <br /> <br />Commission ". . .initiate and develop a regional information system <br /> <br />I <br /> <br />on needs for development, use, and management of water and related <br /> <br />land resources. This system should be computerized and would provide <br /> <br />I <br /> <br />the mechanism for updating the baseline needs projections made during <br /> <br />the course of the framework study and for use in the national <br /> <br />I <br /> <br />assessment. " <br /> <br />I <br /> <br />February 1977--At their first Annual Governors' Conference, <br /> <br />August 3-4, 1976, Missouri River Basin Governors noted the need for <br /> <br />I <br /> <br />advanced studies on the impending issue of water use and allocation. <br /> <br />As a result, in February 1977, several study proposals relating to <br /> <br />I <br /> <br />management and utilization of water resources were combined into one <br /> <br />I <br /> <br />proposal entitled "Missouri Basin Water Resources," in the course of <br /> <br />the MRBC priorities process. This proposal, was given a basinwide <br /> <br />I <br />I <br /> <br />No. 1 priority, included the determination of water use and impacts <br /> <br />of alternative management practices. <br /> <br />May 1977--The following resolution was unanimously adopted by <br /> <br />the Second Annual Missouri River Basin Governors' Conference on Water: <br /> <br />I <br /> <br />I <br /> <br />That the several States who together comprise the <br />Missouri River Basin petition the Federal Government, <br /> <br />I <br /> <br />-7- <br />
