Implications of Permanent Storage on Energy Production. <br /> <br />1. As discussed in Chapter III. there ~s an authorization for local <br /> <br /> <br />interests to store up to 10.000 acre-feet in John Martin Reservoir on a <br /> <br /> <br />permanent basis. Until the spring of 1980, the availability of this storage <br /> <br /> <br />capacity had not been utilized. Although the approximately 10.000 acre-feet <br /> <br /> <br />that was delivered to the reservoir in 1980 is considered the -permanent <br /> <br /> <br />poo1-, this account has been subjected to a continuous evaporative loss and as <br /> <br /> <br />of July 1982 less than half of the original volume remains. Nevertheless, <br /> <br /> <br />despite the fact that the Arkansas River water supply is over appropriated. <br /> <br /> <br />there remains Some likelihood that a permanent recreation pool will be <br /> <br /> <br />provided in the future. <br /> <br />2. The effect of permanent storage on hydroelectric generating potential <br />is determined by re-evaluating the monthly net operating head. Each of the <br />monthly pool elevation-duration curves were modified to reflect a minimum <br />storage of 10.000 acre-feet (elevation 3794.4). Although it would be <br />advisable to select another design head for the alternative plans to more <br />"effectively utilize the adjusted head relationships. this analysis assumed no <br />change in design head. Therefore, the area was measured under the modified <br />pool elevation-duration curves within the operating limits of the turbine. <br />The resulting average pool elevation was decreased three percent for hydraulic <br /> <br />16 <br />
