<br />~ <br /> <br />~. rj <br />, <br />. \ <br /> <br />. <br /> <br />. <br /> <br />The Lower Division States' estimated consumptive use of Colorado River water for calendar \ <br />year 2001, as estimated by Board staff, totals 8.293 maf and is projected as follows: Arizona, \ <br />2.959 maf; California, 5.041 maf; and Nevada, 0.293 maf. Estimated additional unmeasured return <br />flow credits of 0.233 maf would reduce the total amount to 8.060 maf. For calendar year 2001, it <br />is estimated the Central Arizona Project (CAP) will divert 1.607 maf, of which 0.311 maf is to be <br />credited to the Arizona Water Bank, and the Metropolitan Water District of Southern California <br />(MWD) will divert 1.239 maf. <br /> <br />The preliminary June I estimate of200 I end-of-yearCalifornia agricultural consumptive use <br />of Colorado River water under the first three priorities and the sixth priority of the 1931 California <br />Seven Party Agreement is 3.743 maf. This estimate is based on the collective use through May 2001 <br />by the Palo Verde Irrigation District (PVID), the Ywna Project Reservation Division (YPRD), the <br />Imperial Irrigation District (lID), and the Coachella Valley Water District (CVWD). Figure I, found <br />at the end of this report, depicts the historic projected end-of-year agricultural use for the year. <br /> <br />Colorado River Ooerations <br /> <br />Draft 2002 Annual Operating Plan <br /> <br />Reclamation has begun the process of developing the 2002 Annual Operating Plan (2002 <br />AOP) for the Colorado River System Reservoirs. The first meeting of the Colorado River <br />Management Work Group was held on May 8, 2001. During that meeting Reclamation discussed <br />the schedule for development of the 2002 AOP, as well as, how the Plan would be developed under <br />the Interim Surplus Guidelines. <br /> <br />The next meeting of the Colorado River Management Work Group will be held on June 27'h <br />at which time a draft of the 2002 AOP will be discussed. The draft of 2002 AOP can be down- <br />loaded at www.lc.usbr.gov/lcrivops.html. The Secretarial determinations that are contained in the <br />draft 2002 AOP include: I) storage equalization and the avoidance of spills will control the annual <br />releases from Glen Canyon Dam; 2) in accordance with the Interim Surplus Guidelines. the full <br />domestic surplus criterion will govern the operation of Lake Mead; 3) any Lower Division state may <br />be allowed to utilize water apportioned to, but not used by, another Lower Division state; 4) Mexico <br />will be allowed to schedule the delivery of 1.5 maf of water during calendar year 2002. <br /> <br />The final consultation meeting with the Basin states representatives is scheduled to be held <br />on September 261h. Following that meeting, Reclamation's recommended 2002 AOP will be sent <br />to Secretary of the Interior for her consideration and approval. <br /> <br />Arizona Department of Water Resources <br /> <br />On May 16th, the director of the Arizona Department of Water Resources (ADWR), Rita P. <br />Pearson-Maguire, announced her resignation, effective June 1,2001. On May 25, 2001, Arizona <br />Governor Jane Dee Hull appointed Joseph C. Smith as the new director. Since 1994, Mr. Smith has <br />been the ADWR Deputy Director and has 20 years experience in Arizona State Govenunent. <br /> <br />2 <br /> <br />.. <br />
