A relocation <br />of this entrance road would eliminate a struct- <br />ure across Fall River. (Another existing entrance <br />to the mobile home park is located out of the <br />floodplain). Fall River Village is required <br />by the Town of Estes Park to submit a compre- <br />hensive plan for rehabilitation of the park <br />prior to the issuance of a building permit. <br /> <br />Lead Agency: Town of Estes Park <br /> <br />Financing: Under Investigation <br /> <br />Schedule: On-going <br /> <br />5. Work Element: Promote to the extent possible and practicable, <br />the development of a river front area for the use <br />and pleasure of residents and visitors. <br /> <br />Background: Such an area could function as an effective <br />flood storm drainage detention area, and help <br />to minimize property damage. Its nonstructural <br />development could redeem and improve the econ- <br />omic vitality of Estes Park by providing within <br />its Central Business District a focal point of <br />interest and attraction compatible with the <br />surrounding natural beauty of the Rocky <br />Mountain National Park. <br /> <br />At various times in the past, studies have <br />been done for Estes Park with a focus on im- <br />proving the Town's image and economic vitality. <br />Most of these studies have emphasized the de- <br />velopment of high quality pedestrian areas locat- <br />ed around, and having the effect of "recaptur- <br />ing" the beauty and attractiveness of the <br />Town's rivers. The flood of July 15, 1982 and <br />consequent damages provide a special opportunity <br />to acquire land and flood-prone structures thus <br />enabling the advancement of those studies and <br />plans. <br /> <br />16 <br />
