W?rk Element: Apply for HUD Small cities Bl=k Grant furrling
under the "Imninent Threat" category.

Background: The ToNn of Estes Park and Larimer County rray be
able to aCXIUire HUD assistance for """,11 deron-
tamination, private-bridge building, and other
abatements to situations p:mstituting an inrninent
threat to health and safety.

Lead Agency: ToNn of Estes Park and Larimer County

Financing: Deparl1nent of Housing and Urban Developnent
Schedule: Irrmediately

2. W?rk Element: Apply for, and reallocation of, HOD 9nall Cities
Block Grant funding under the regular program.

Background:

Funds could be applied to convert floodplain land
to open space adjacent to and upstream of the cen-
tral rosiness district. Special oPFOrtunities may
exist to obtain needed areas for parking, green-
belt, open space and picnic facilities in those
locations where heavily damaged structures must
be rE!l'OVed. Public facilities could be provided
in what is now high hazard flood areas. It is
suggested that Larimer County and the ToNn of Estes
Park make application.

Larimer County was given a Block Grant in 1981.
Approximately $34,000 of these funds were not used.
The oounty needs to investigate the FOssibility of
reallocating these funds for flood recovery pro-
jects or hazard mitigation actions in the ToNn of
Estes Park.

lead Agency:

Town of Estes Park and Larirrer County

Financing:

Depart:mant of Hoosing and Urban Developrent

Schedule:

Imnediately

3. W?rk Element: Pursue the aCXIUisition, rE!l'OVal or relocation of
rrajor damaged structures in the floodway or flood-
plains.

Background:

There may be certain [:'roperties that were insured
by the National Flood Insurance Program and which
incurred rrajor damage. These structures may be
aa:ruired through section 1362 of the National Flood
Insurance Program and ranoved fran the floodplain.

15
