W?rk Element: Apply for, and reallocation of, HOD 9nall Cities Block Grant funding under the regular program. Background: Funds could be applied to convert floodplain land to open space adjacent to and upstream of the cen- tral rosiness district. Special oPFOrtunities may exist to obtain needed areas for parking, green- belt, open space and picnic facilities in those locations where heavily damaged structures must be rE!l'OVed. Public facilities could be provided in what is now high hazard flood areas. It is suggested that Larimer County and the ToNn of Estes Park make application. Larimer County was given a Block Grant in 1981. Approximately $34,000 of these funds were not used.
