Hazard Warning and Education <br /> <br />1. Work Element: Establish a flood warning system on each <br />major drainage in the area and areas down- <br />stream from the Town of Estes Park. <br /> <br />Background: Boulder County recently implemented a flash <br />flood warning sy~tem using a combination of <br />remote sensing devices and manned stations <br />in Boulder Canyon. If such a system could be <br />installed on the tributaries of ,the Big <br />Thompson River, St. Vrain Creek and the <br />headwaters of the Colorado River, public <br />Safety agencies and the National Weather <br />Service could provide better advance warnings <br />of flood threats. <br /> <br />Lead Agency: Federal Emergency Management Agency, State, <br />National Weather Service, National Park <br />Service, Forest Service, Counties of Larimer, <br />Boulder and Grand, and local communities. <br /> <br />Financing: Intergovernmental <br /> <br />Schedule: Long-term mitigation opportunity <br /> <br />2. Work Element: Conduct lenders'/agents' seminars to area <br />lenders and agents of the Town of Estes Park <br />and Larimer County concerning Mandatory <br />Purchase Requirements and the National Flood <br />Insurance Program. <br /> <br />Background: Area lenders of the Town of Estes Park and <br />Larimer County will need assistanrp regarding <br />Flood Insurance Rate Maps and Mandatory Pur- <br />chase Requirements. New construction will <br />occur as a direct result of the flood. <br /> <br />Lead Agency: Federal Emergency Management Agency <br /> <br />Financing: None required <br /> <br />Schedule: 90 days <br /> <br />3. Work Element: Review and update the disaster preparedness <br />plans and mutual aid agreements of the Town <br />of Estes Park, Larimer County and other co- <br />operating agencies. <br /> <br />Background: Special attention should be given to the <br />relevant warning and evacuation sections. <br /> <br />13 <br />
