The lJ. S. Go\'ernment is advancing all <br />funds necessary for the construction of the plant, and the plant <br />will be operated and maintained b.... the United States. As lon,lr as <br />the exclusive use and benefit of the four units are retained by the <br />Government, one half of the cost of operation and maintenance will <br />be charged to the District.
