<br />. <br /> <br />. <br /> <br /> <br />002429 <br /> <br />Section III <br /> <br />Department of Water Resources' <br />Coordinated Statewide Planning Program <br /> <br />This is the core of California's water planning. <br /> <br />To fu If ill its objectives (stated On page 8), the Coordinated Statewide <br />Planning Program does the following: <br /> <br />(1) Determines statewide availability and demand for <br />present and future water supplies for all beneficial <br />purposes; <br /> <br />(2) Evaluates timing and sequence for optimum develop- <br />ment of new supplies to most efficiently meet future <br />needs; <br /> <br />(3) Coordinates thes e and related study activities with <br />Statewide and regional planning and developments of <br />other agencies to avoid conflict, overlap, or duplica- <br />tion and to maximize the contribution of water agencies <br />at all government levels. <br /> <br />This function was handled by the Planning Investigations Section of DWR's <br />Division of Resources Planning prior to July 1965. It is now a function <br />of Statewide Planning Office. It grew out of earlier Staging and Program- <br />ing Studies '1-nd the Central Valley Operation Studies, initiated in 1956 <br />primarily as a guide to forecast annual funding requirements for the <br />State project. The Legislature's Joint Interim Committee on State Water <br />Problems had requested projections and long-range project staging for <br />funding purposes about this same time. Needs for different studies and <br />forecasts arose, resulting in the formation of the Coordinated Statewide <br />Planning Program in July 1963. <br /> <br />Specific continu ing objectives of the core planning are: <br /> <br />(1) Determines the quantity and quality of water resources, <br />present water uses, projected future water demands, <br />and the resulting present and projected surplus or defi- <br />ciencies in available water supplies within each of the <br />watersheds of the State, including appropriate subdivi- <br />sions thereof. <br /> <br />(2) Derives utilizing the preliminary information of the <br />project formulat ion programs of both this Department <br /> <br />11 <br />
