<br />tional :ln1'ormation to the Board. Careful oonsideration has been given ,to
<br />the communications received.

<br />2. The Board of Engineers for Rivers and Harbors concurs gsneraJJ;r
<br />in the vie"" of the reporting officers. Past floods on Fortification
<br />Creek have caused serious damage, principal17 to residential, bUSiness,
<br />and industrial property in Craig, COlorado, and to agricultural property
<br />in the basin. Existing improvemsnts are inadequate except for the lIlIISller
<br />floods. The improvement. recOlllll8nded would prevent. most flood damages
<br />within t.he 100110 and the prospective benefits would ful17 justity the ex-
<br />pendit.ures required.

<br />3. Acoordingly, t.he Board reoOllllll8nde t.he adoption of a flood 0"'-
<br />trol projeot. oonsisting of ohannel rect.ification and leveee on Fort:lti-
<br />cation Cresk at Craig, ColoradO, general17 in accordance wit.h "'he plan
<br />of ths distriot engineer and 111 t.h such modificat.ions thereof as in ths
<br />discrstion of ths Chief of Engineers mey be advisabls, at an sstimat.ed
<br />cost. to the Unitsd stat.es of $225,000, subjeot to t.he oondition that prior
<br />to oonstruotion respons:lble local interests give assuranoes satisfactory
<br />to tha Secretary of t.he ~ that. they will. (1) provide wit.hout cost to
<br />the United states aU landS, e&seDlOnts, and rights-of-way nscessary far
<br />the construction of ths projsct, undsrtak& at their expense aU utility
<br />revisions and relocations required, and replace an existing stook bridge
<br />1I1th one of adequate cIsar spln; (2) msmtain and opsrate aU the works
<br />after complstion in accordancs with rsgulstions prescribed by the Seer...
<br />tary of ths A1'Dl1l (3) maintain the flood oontrol channel frse from an-
<br />croachmsnt; (4) hold and ssve the United states free from demage. due to
<br />the construction warks; and (5) adjust aU water-rlghts claims t.het 1II!l7

<br />by the effect of flood control on streSlll regimen.
