At th0 same time a small group of partici- <br /> <br />pating irrigation projects would be auth"rized in accordance with selections' <br /> <br />made by the fc:ur states of the Upper Division from among those projects <br /> <br />on which detailed reports have been prepared. <br /> <br />Then as there is a greater need for power, another unit of the <br /> <br />storage project would bc authorized and the development accrunt increased, <br /> <br />thereby allowing for the authorization of more participating projects. <br /> <br />This process could continue OV8r the years until full utilizntion is <br /> <br />reached--that is, full utilization of all the Unper Colorado River Basin <br /> <br />wat.er to which the fcmr states are entitled. This might require 50, <br /> <br />75, or 100 years. <br /> <br />Such a program is a v8ry flexible <br /> <br />arrangement and provides automatically for a complete review by the <br /> <br />Department, by all interested agencies and by the Co~ress of each individual <br /> <br />unit or project befor8 it is authorized. <br /> <br />In selecting the storage sites for river regulation, we are <br /> <br />striving to obtain the largest. yield of wator, the maximum power output <br /> <br />of the river, and tho least possible evaporation from the reservoirs; <br /> <br />and in planning the participating projects we must give full consideration <br /> <br />to municipal, industrial, recr~ation, and all other uses of water in <br /> <br />addition to irrigation. In some parts ~f th" Upper Basin where '18 have <br /> <br />vast deposits ~f oil shale, bituminous coal, and phosphate- rocK, industrial <br /> <br />~ <br />0' <br />t-'" <br />...,. <br /> <br />use of water is very important. <br /> <br />While considerable work has already been done on the investigation <br /> <br />of the C~lorado River Storage Project, there is more work yet to be done. <br /> <br />Particularly the remaining investigation work on Glen Canyon Dam should be <br /> <br />expedited because of its size and l~cation. <br /> <br />8 <br />
