For the purposes of this <br /> <br />study, only lands located downstream fran DeNis Dam 'tlOUld be considered. <br /> <br />Significant institutional problems relating to the "Law of the River" may <br /> <br />hanper this plan. The cost of a water right is assumed. to be $1,000 per <br />acre-foot based on the average cost of water rights purchased by several <br /> <br />municipalities in the central Arizona area. The estimated cost for this <br /> <br />plan is about $10.1 million per year. <br /> <br />Advantages: <br /> <br />o Low cost. <br /> <br />Disadvantages: <br /> <br />o Water rights may not be granted. <br /> <br />o Plan has significant institutional problems. <br /> <br />o Intense local opposition is expected. <br /> <br />o Plan may have significant envi.rarnrental, econanic and social <br /> <br />inpacts. <br /> <br />o Water saved may be claimed by states. <br /> <br />o May have severe inpacts upon agri -business econcmy. <br /> <br />status: Both Arizona and Califomia oppose this plan.
