Disadvantages: o Water rights may not be granted. o Plan has significant institutional problems. o Intense local opposition is expected. o Plan may have significant envi.rarnrental, econanic and social inpacts. o Water saved may be claimed by states. o May have severe inpacts upon agri -business econcmy. status: Both Arizona and Califomia oppose this plan.
