<br />B . Project Background <br />The Colorado River Basin Salinity Control Act of 1974, Public <br />Law 93-320 (88 Stat. 266, June 24, 1974) provides for the construc- <br />tion, operation, and maintenance of certain works in the Colorado <br />River Basin to control the salinity of water delivered to users in the <br />United States and Mexico. Under this act, the Secretary of the <br />Interior is authorized and directed to proceed with a basinwide <br />program for the enhancement and protection of the quality of Colorado <br />River water. <br />Title I of the Act establishes the Colorado River Basin Salinity <br />Control Project and provides for measures to enable the United States <br />to comply with its obligations under the agreement with Mexico of <br />August 30, 1973, Minute No. 242 of the International Boundary and <br />Water Commission, United States and Mexico. In brief, Title I <br />provides the means of meeting Minute 242 which dictates that the <br />water delivered to Mexico be within 115 mg/L :!: 30 of that entering <br />Imperial Dam upstream of the United States-Mexican border. <br />Title II of the Act provides for programs to control the salinity <br />of the Colorado River upstream from Imperial Dam, to meet the water <br />quality standards as established by the basin states. <br />Title II is essentially the Colorado River Water Quality Improve- <br />ment Program (CRWQIP), a general investigation program developed in <br />early 1971 by the WPRS after a conference of Colorado River Basin <br />States and a subsequent report. Construction, operation, and main- <br />tenance of four salinity control units are authorized under Title II. <br />Funds were included in the Public Works Appropriation Act of 1975 <br />for the start of advance planning activities in the four authorized <br />unitsnparadox and Grand Valley Units in Colorado, the Crystal <br />Geyser Unit in Utah, and the Las Vegas Wash Unit in Nevada. Title <br />II also provides for expediting the completion of planning reports on <br />other salinity control units, one of which is the La Verkin Springs <br />Unit. <br /> <br />002510 <br /> <br />3 <br />
