<br />IV. PROJECT EVALUATION <br /> <br />. <br /> <br />The total investment cost of the feasibility plan is estimated at <br />approximately $85 million (investigation, construction, and interest <br />costs included), of which over half is devoted to evaporation pond <br />costs (See Table 1). The total cost effectiveness. for the selected <br />plan is $1,060,000 per mg/L per year as related to the effective salt <br />reduction at Imperial Dam. While m~eting the Environmental Quality <br />Objectives under the Principles and Standards, the relatively high <br />unit cost is not acceptable. <br />The WPRS four standard planning tests must all be positively <br />met before an alternative can receive consideration and approval as a <br />feasible plan. The selected alternative described earlier does not <br />meet present criteria for cost effectiveness and efficiency. <br />Detailed analyses of hydrologic, chemical, geological, social, <br />environmental, and economic factors have been performed for this <br />alternative. The following discussion briefly shows the tests the plan <br />meets, and the efficiency test which the plan fails to meet and why <br />additional alternatives are being investigated. <br />A. Acceptability <br />The plan has the support of local communities. The involvement <br />of significant segments of the public in the planning process has <br />assured that both legal and institutional constraints, as well as social <br />concerns, have been accommodated. During October 1978, the <br />Hurricane City Council annexed land to be utilized by the project. <br />As a condition of annexation, the council placed a 5-year moratorium <br />on development to allow the WPRS time to complete its planning <br />functions and seek authorization. Deeded access was also required. <br />Acceptability is also demonstrated by the willingness of local <br />irrigators to commit their limited water resources to provide for the <br />needs of the project. Throughout the planning process, local leaders <br />and interested citizens have worked to modify community and county <br />land use plans to accommodate the La Verkin Springs Unit, 0025:2 5 <br /> <br />16 <br />
