<br />, <br /> <br />project is in operation and to continue for at least 2 years. The <br />monitoring will determine the relative abundance of the species and <br />the lengths of the fish sampled. In addition, water samples and flow <br />measurements will be made during the monitoring process. The WPRS <br />will fund the incremental difference between the present and the <br />monthly monitoring, furnish water sampling materials, and provide for <br />the water quality analysis. Monitoring will be conducted at stations <br />mutually agreeable to both the F&WS and the WPRS. <br />2. In-Stream Flows. The most direct adverse impact of the <br />project will be some river depletion below the La Verkin Springs. <br />Although the water is presently highly saline and uninhabitable by <br />fish during low flows, the woundfin has been found above the C P <br />National Corporation Powerplant No.4 when there is sufficient flow to <br />dilute the springs' water. After consulting with the F&WS, the WPRS <br />has decided that if desalting proves to be the most feasible plan, <br />product water from the plant (about 8.7 ft3/s) would be returned to <br />the river at a point about 1,500 feet downstream from the Highway 9 <br />bridge. This point is well upstream of the C P National Corporation <br />Powerplant No.4 outlet and marks the upper range of the woundfin. <br />The exact location of the product water outflow will be determined <br />when the final design plan is completed, however, the product water <br />will be returned as far upstream as gravity flow will permit. This <br />enhancement measure will allow the woundfin to inhabit this section of <br />the river for longer periods during the year. While 8.7 ft3 / s are not <br />sufficient to sustain a large population of woundfin, it could provide <br />a minimal habitat for small numbers of fish and the flow throughout <br />the year will enable woundfin to reoccupy dry river reaches faster <br />when riverflows are sufficient to support large numbers of fish. <br />In addition, the WPRS has obtained an agreement from water <br />users to purchase water rights for the project in the event a desalt- <br />ing plant is built. The agreement calls for three canal companies to <br />divide the water replacement requirement.
