<br />-:::,.:.':,~ <br /> <br />'~~..-;yy <br /> <br />" <br /> <br />"t f" 'i 'J ,. ~::'. <br />(~,J ~ ...}:..' <br /> <br />It is proposed that this be accomplishedb,r exchanging excess <br />energy produced by the government hydro plants during the navigation <br />season for energy produced by the local thermal sYstems during the <br /> <br />non-navigation season. It is further proposed that excess energy <br /> <br />produced by the government hydro system during better than normal water <br /> <br />years be "banked II wi.th the local thermal systems to cover deficiencies <br /> <br />that will be encountered during later low water years. This would <br /> <br />enable the government to use the water in the river to the greatest <br /> <br />possible benefit of the preference customers. <br /> <br />Engineering studies indicate ~hat othenIise required transmission <br />facilities of the federal and local systems would be adequate to accomplish <br /> <br />the required transfer of energy. <br /> <br />Firming Proposal by Local Thermal Systems <br />1. The local thermal systems agree to provide the government <br />with off-peak energy so that the government can sell all its firm peaking <br />capability (1,850,000 kilowatts) as year-round firm power. <br />2. The local thermal systems agree to allow the government <br /> <br />to "bankll energy with the local thermal systems during the navigation <br /> <br />season and to return energy to the government during subsequent non- <br /> <br />navigation seasons. This exchange would be on the basis of 100 kilowatt- <br /> <br />hours of dump energy supplied by .the government during the navigation <br />season for each 85 kilowatt-hours of firming energy returned by the local <br /> <br />thermal systems during the non-navigation season. <br /> <br />3. The local thermal systems would permit the government to <br /> <br />bank excess energy in good water years to be returned to the government <br /> <br />in future adverse water years. The amount that could be banked -- <br />4,000,000,000 kilowatt-hours -- would be ample to carr.y the government <br /> <br />-3- <br />
