An apportionment " . . . from the Colorado River <br /> <br /> <br />System in perpetuity to the Upper Basin and to the Lower <br /> <br /> <br />Basin, respectively, the exclusive beneficial consumptive <br /> <br /> <br />use of 7,500,000 acre-feet of water per annum." <br /> <br /> <br />2. A proviso that if a treaty is entered into between <br /> <br /> <br />the United States and Mexico recognizing the rights of <br /> <br /> <br />Mexico to the use of any waters of the Colorado River <br /> <br /> <br />System, such water is to be supplied first from waters which <br /> <br /> <br />are surplus to the amounts apportioned between the two <br /> <br /> <br />Basins. If the surplus is insufficient, the deficiency is <br /> <br /> <br />to be borne equally by the two Basins. Such a treaty was <br /> <br /> <br />ratified by the two countries in 1945 and provides for <br /> <br /> <br />delivery to Mexico of a guaranteed annual quantity of <br /> <br /> <br />1,500,000 acre-feet per year. <br /> <br /> <br />3. A proviso that the Upper Basin States will not <br /> <br /> <br />cause the flow of the river at Lee Ferry to be depleted <br /> <br /> <br />below an aggregate of 75.000,000 acre-feet for any period of <br /> <br /> <br />10 consecutive years. <br /> <br /> <br />4.
