Because of existing senior rights on <br /> <br /> <br />Meadow Creek together with the expense of development, the District has agreed with <br /> <br /> <br />the Bureau of Reclamation that it would economically infeasible to attempt, at this <br /> <br /> <br />time, the development of the Strawberry-Meadow Creek diversion. Ranch Creek Reservoir <br /> <br /> <br />as proposed by the Bureau of Reclamation was not contained in the original project <br /> <br /> <br />plan nor has the same since been authorized. Therefore, a conflict of interest between <br /> <br /> <br />the District and Englewood would, theoretically, concern the depletion of Meadow Creek. <br /> <br /> <br />Secondly, diversions by Englewood, if occurring when the flow of the Colorado <br /> <br /> <br />River at Shoshone was less than 1250 cfS, might increase the replacement releases <br /> <br /> <br />required from Green Mountain Reservoir. However, Englewood's offer states that its <br /> <br /> <br />diversion shall be subject "- - to diminution to the extent which will be required by <br /> <br /> <br />complete cessation of diversion at times when the Colorado River flows less than <br /> <br /> <br />l250 cfs at Shoshone Power Plant - _". <br /> <br /> <br />Since it has already been agreed between the Bureau of Reclamation and the District <br /> <br /> <br />that the Strawberry-Meadow Creek system need not be constructed, the direct competition <br /> <br /> <br />between Colorado-Big Thompson porject and the City of Englewood is merely theoretical. <br /> <br /> <br />An analysis on a daily flow basis to determine the quantity of increased replacement <br /> <br /> <br />requirements is being made by R. J. Tipton, Consulting Engineer, and it therefore <br /> <br /> <br />appeared unnecessary to duplicate that study. Hm~ver, without going to the detail <br /> <br /> <br />of daily analySis, it is concluded that diversions by the City of Englewood could not <br /> <br /> <br />have any material effect upon the replacement releases from Green Mountain Reservoir. <br /> <br /> <br />Small increments of diverted flows by Englewood and similar increments of release from <br /> <br /> <br />Green Mountain could only occur for a few days in the season of the year when the flow <br /> <br /> <br />of the Colorado River at Shoshone is declining past the point of its 1250 cfs decree. <br /> <br /> <br />It does not seem possible that the aggregate of such releases could exceed lOOO/acre- <br /> <br /> <br />feet. It is perfectly safe, therefore, to conclude that diversions by the City of <br /> <br /> <br />-12- <br />
