The <br />amount of water available to the District is that in excess of the <br />buildu~ storage necessary to operate the Project. <br /> <br />All releases are coordinated so the releases from Turquoise Lake do not <br />exceed the safe channel capacity of 400 c.f.s. in Lake Fork Creek. If <br />more than 400 c.f.s. release is required, the excess water will be <br />released from the conservation pool of Pueblo Reservoir. Table 5 and <br />Exhibit 9 show the proposed operation of Turquoise Lake in water year <br />1976. <br /> <br />Pueblo Reservoir <br /> <br />Reservoir Inflow <br /> <br /> <br />Inflow to Pueblo Reservoir is broken into two sources: (1) natural flow <br />is considered the native flow of the Arkansas River at Pueblo Dam plus <br />upstream reservoir water being passed downstream and (2) Project water <br />for sto~age in Pueblo Reservoir. <br /> <br />Upstream reservoir water, including Project water sold to the Southeastern <br />Colorado Water Conservancy District, is a small percent of the total flow <br />of the Arkansas River at Pueblo Dam and is considered as part of the <br />natural flow. <br /> <br />A probability curve for the natu~al inflow to Pueblo Reservoir was <br />computed by the modified California method and is shown graphically on <br />Exhibit 3. <br /> <br />Annual inflow of a magnitude equaled or exceeded 50 percent of the time <br />was considered the most probable inflow; that with a 90 percent chance <br />of being equaled or exceeded was considered to be the reasonable minimum; <br />and that with only a 10 percent chance of being equaled or exceeded waS <br />considered the reasonable maximum. <br /> <br />The annual inflow was distributed monthly according to the averages <br />based on historical records for the years 1955 through 1974. <br /> <br />Winter Water Storage Program <br /> <br />Fryingpan-Arkansas Project operating plans have always envisioned a <br />Winter Water Storage Program. The winter of 1975-1976 will mark the <br />initial trial Winter Water Program. The three-month program adopted <br />for this trial was developed by the Division Engineer, Colorado Water <br />Division No.2 in cooperation with the 'Southeastern Colorado Water <br />Conservancy District and the Bureau of Reclamation. The plan, to be <br />operated during the months of December, January, and February, require <br />that all the ditches below Pueblo and above John Martin agree to let <br />the plan operate, but only those ditches that desire need participate. <br /> <br />15 <br /> <br />--'-----~---- <br />
