The Board's Chief <br />Engineer was invited to be a member of the <br />Advisory Committee. <br /> <br />Upper Basin Developments <br /> <br />Cash revenues from the Colorado River <br />Storage Project operations during the fiscal <br />year ending June 30, 1970, provided for the <br />first large payment ($4.9 million) on invest- <br />ment principal. Total funds paid to the fed- <br />eral treasury for the year were $18.5 million. <br />The State of Wyoming published a report <br />entitled "Water and Related Land Resources <br />of the Green River Basin, Wyoming." This is <br />the first of a series of reports to be made on <br />water needs and resources in various river <br />basins of Wyoming for the purpose of deve- <br />loping a State Water Plan. The report pre- <br />sented several alternative plans whereby <br />Wyoming's Green River Basin water re- <br />sources would be developed. These alterna- <br />tives were discussed in public hearings in <br />Wyoming during December 1970. Of inter- <br />est was the opposition expressed in the hear- <br />ings by Wyoming residents to water resource <br />developments due to environmental consid- <br />erations. <br />Initial generation at the Morrow Point <br />Power Plant, a feature of the Curecanti Unit <br />of the Colorado River Storage Project, began <br />in December 1970, The plant, located on the <br />Gunnison River in Colorado, will have a <br />power plant capacity of 120,000 kilowatts <br />when Crystal Dam is constructed down- <br />stream to re-regulate river flow, The con- <br />struction of Crystal Dam is scheduled to <br />commence in 1971. <br />Azotea tunnel on the San Juan-Chama Pro- <br />ject was completed in April 1970. This 12.8- <br />mile tunnel, the second longest tunnel <br />through the Contintental Divide, will con- <br />vey water from Navajo River (a tributary of <br />the San Juan) in southern Colorado to the <br />Rio Grande Basin in New Mexico. Diver- <br />sions are scheduled to begin in 1971. <br /> <br />Lower Basin Developments <br />Central Arizona Project. In accordance <br />with the authority granted by Title III of the <br /> <br />38 <br /> <br />Colorado River Basin Project Act (P.L. 90- <br />537), the Department ofthe Interior and the <br />State of Arizona determined that the capaci- <br />ty of the main aqueduct, called the "Granite <br />Reef Aqueduct," would be 3,000 cubic feet <br />per second. This decision on capacity set the <br />electric power capacity requirements of the <br />Central Arizona Project at 561,000 kilowatts, <br />This energy requirement will be supplied by <br />the Navajo Power Project, a joint federal- <br />private thermal power development now un- <br />der construction near Page, Arizona. During <br />1970, contracts were executed to provide for <br />the interim sale of the United States' 24.3 <br />percent capacity entitlement to non-federal <br />participants for use until such power is need- <br />ed for Central Arizona Project purposes. <br />Congress appropriated $5,748,000 for the fed- <br />eral share of the fiscal year construction costs <br />of the Navajo Power Project, <br /> <br />In the early part of 1970, the Arizona legis- <br />lature appropriated $685,000 to advance to <br />the Bureau of Reclamation for the purpose of <br />accelerating planning and design activities. <br />The Commissioner of the Bureau of Recla- <br />mation stated that the funds obtained from <br />Arizona would advance planning work on <br />the Granite Reef Aqueduct by as much as <br />one year, <br /> <br />In September 1970 Congress appropriated <br />$1,850,000 for the Central Arizona Project, of <br />which $1,200,000 was designed to initiate ac- <br />tual construction of the aqueduct. However, <br />the Office of Management and Budget in- <br />dicated that construction funds would not be <br />released until some positive progress is made <br />toward water contracting and repayment. <br />The Department of the Interior strongly <br />recommended that Arizona create an overall <br />conservancy district to contract with the Sec- <br />retary for water from the Central Arizona <br />Project rather than require the Secretary to <br />execute separate contracts with the numer. <br />ous parties who have indicated interest in <br />contracting for that water. <br />Arizona and the Secretary face a major wa- <br />ter allocation problem because 69 agencies <br />have filed expressions of interest for about 5 <br /> <br />1 <br />\ <br /> <br />< <br />l <br />
